ISLAMABAD – The National Database and Registration Authority (NADRA) has implemented wide-ranging changes to the CNIC, B-Form (Child Registration Certificate), and Family Registration Certificate (FRC) rules across Pakistan. These reforms aim to strengthen identity security, improve public access to documentation, and curb fraudulent registrations.
The changes were introduced on the directive of Federal Interior Minister Mohsin Naqvi and have been approved by the Federal Cabinet. NADRA has amended the National Identity Card Rules, 2002, to align with modern documentation and verification needs.
Birth Registration Now Mandatory for B-Form
A key amendment is the mandatory requirement of birth registration at the Union Council level prior to obtaining a B-form. This step is expected to eliminate fake entries and reinforce child protection measures.
The new biometric requirements vary by age group:
- Under 3 years: No biometric data or photographs required.
- Ages 3–10: Photograph and, where available, iris scan mandatory.
- Ages 10–18: Fingerprints, iris scans, and photograph compulsory.
Each child will now be issued an individual B-form with a validity period. While previously issued forms remain valid, a new B-form is required for passport applications.
Legal Status for Family Registration Certificates
The Family Registration Certificate (FRC) has now been granted legal status. Applicants must provide an undertaking affirming the accuracy of their family details. The FRC will be issued solely based on NADRA’s verified records.
Three family types have been officially defined:
- Alpha: By birth
- Beta: By marriage
- Gamma: By adoption
The updated FRC will also reflect details of men with multiple marriages. Additionally, married women now have the choice to display either their father’s or husband’s name on their CNICs.
Faster Resolution and Enhanced ID Cards
To improve service delivery, NADRA has introduced a 30-day legal deadline to resolve cases related to document confiscation, cancellation, or reactivation. This applies not just to CNICs but also to CRCs and FRCs.
A new chipless identity card has also been introduced. These affordable Teslin cards now include bilingual (Urdu and English) data, a QR code for verification, and several smart card security features—all without additional fees or longer processing times.
Voluntary Data Correction and Definitions
NADRA has launched a voluntary correction facility for citizens to report inaccurate identity records. Individuals who come forward will be legally protected during the correction process.
As part of regulatory upgrades, official definitions have been introduced for several terms, including biometrics, which is defined as “personal data derived from physical, physiological, or behavioural characteristics, such as facial images or fingerprints, used for unique identification.” These definitions now guide all relevant institutions including the State Bank of Pakistan, FBR, and PTA.
Biker Service Expanded in Karachi
In a move to expand service accessibility, NADRA has increased its mobile biker service units in Karachi from 3 to 8. According to Director General NADRA Aamir Ali Khan, the expansion aims to deliver quicker services across the city.
